Caramel Brownies

These are more of a cake than a brownie and I prefer them chilled but they are soooo delicious either way!
1 pkg German Chocolate cake mix
mix according to directions on box and add:
3/4 cup butter
1 cup nuts (optional)
1/3 cup evaporated milk
Pour half of batter into prepared 9x13 inch pan and bake for 8-10 minutes at 350 degrees (it won't be done).
Melt in saucepan:
1/3 cup evaporated milk
14 oz wrapped caramels
Pour over cooked batter, sprinkle with milk chocolate chips and add remaining batter.
Cook for 20 more minutes
